Psalm 2 is a Very Unique Piece of Scripture! when it talks about binding them and they Hate being Bound it means that you are telling them the Standard of God (Although we are saved by Grace) AND they Hate it!
Heres a Verse on why you should NOT SIN, And to Love thy Neihbor as thyself means: You will not do any of those things wich the world does so you must warn and Rebuke Your Neihbor so that your fellow man doesnt go to Hell, Here are the Verses:
