This is ridiculous! Your voice is not going to get tired if you have developed it properly and are using proper technique. It's always good to do a good warm-up to reinforce correct technique and placement and also to insure your vocal area is getting proper blood supply etc.

The whole point of a vocal warm up is to have blood flow thru them so there are more flexible when singing just like any other muscle. I dont think this will actually do the trick. There's another method called the "Vocal Frye" that brings blood to the vocal folds but should only be done no more than 3min in a 24hr period otherwise u can hurt urself. It also can be use to help relax and massage the vocal chords.

The video doesn't say it will make you sing it warms up your voice so that you can sing... nothing about teaching you to sign. Wow next time look up a video on how to sing not how to warm up your voice!
