they could be planaria small white worms mostly caused by uneaten food in the water they are harmless but reproduces rapidly so you could have maybe one, one day and the next day 100+
What i would do is stir the gravel and let the fliter get them or i would remove the gravel, move the fish to another tank, clean the gravel and tank thurougly. after that replace the water wait 5-6 hours for the water to lose chemicals that could be harmful to the fish. return fish to tank. they should be gone

They do grow you have to take them out ever once in a while and reshape themwith your hands and squuze them under water to clean them free of debree.
