Not everyone... but many people do dress up. There's usually a Costume ball thing that happens, and everyone dresses up for that... kinda like a big party, contests for best costumes, etc. It's still a big comic book convention.

(shrug) That sardine can of a convention is more of a Hollywood promo party then a comicbook convention these days, If there's enough of an The Office fanbase at Comic-Con you'll get some people at that panel,
Probably not as many as you would at say the Twilight or Watchmen panels but a fanbase is a fanbase, I think they even have a Star Trek panel somewhere in the basement there.
