You need to work with a dog like that before you feel that everything can be solved verbally. It's hard for someone who doesn't work with Military or Police K9 dogs to understand what the trainer is doing when they're yelling or being aggressive with the dog. Dogs that are used for police work and such are normally the types of dogs that people abandon and put down, but the LE/Mil rather make them useful. This is a Belgian Malinois, very high strung. A lot of time you have to kick them to get their attention, which is unfortunate, BUT, I assure you the dog doesn't feel it.
