For reasons we may never know he was trying to point directly at where he thought the surveillance camera was, and most of the time seemed to be on target. After a few minutes, muscle fatigue and the breeze combine to exaggerate his "normal" physiological tremor, so his finger starts wavering somewhat. No message in those movements, IMO. Perhaps he was just watching himself on the iPhone, trying to measure any delay from real-time (more room for TEPCO video editing if delayed 30 minutes!!)
