In many of Detroit's suburbs, like Dearborn Heights, Livonia, Plymouth, Westland, and Garden City, when four or more inches of snow falls, there's a 'snow emergency'. During a 'snow emergency', cars can't be parked on any street or else car owners get a ticket.
