why does character options make a doctor figure and no give it a sonic

@doctorobi9000 I think it's because he didn't use it during the scene in which we saw him like this but we did get one with the EOT 11th Doctor and he didn't use it when saw him in his regeneration clothes so I'm not sure to be honest. Maybe a new one is being made for the figures?
