A characteristic of microwaves is the penetration power. That is it goes like a hot knife through butter going through different environements that usually are not permeable for shorter wavelength radiowaves. So the microwaves would penetrate through ionosphere and not 'push it'. Microwaves are used for satellites and cell phones exactly because they are more penetrating than lower frequencies are.

2 issues that might prove some bullshitting that arises from ignorance.

1. [shooting a billion Watt microwave] - 1 billion watt = 1.000.000.000W = 1 GW of >emitted< power. Anyone involved in radio technology (HAM or CB et al.) knows that the consumed power is larger than the emitted power. Such a huge transmission power would consume a power amount equivalent to what a single large nuclear reactor would provide and a LOT of power lines going into the facility.
