It was only said he was a rascal when Old Man Gohan found him but became a good little boy after the accident. As you saw when he was a kid he still had unbelievable endurance to take bullets to the head strength that topples cars breaks rocks and kills dinosaurs. In my eyes THAT is saiyan nature at 100% progress. Yes he settled down from intense training

If he really just relaxed for 4 years without doing anything. There is no way he could be that solid in his fight with Raditz (no counting the weights being off) I mean the way he fought. his moves were on spot. All that required some sort of daily regimen. Complete laziness for 4 years will lead to rustiness in skills

And during his match with tien, goku says that he cant move fast because of the weights he has been wearing.

Physical training is very important when it comes to martial arts. just gaining more speed can boost your normal skills without even learning anything new. dong that wont make you rusty and this is what I'm talking about. Goku definitely did something physical like punched down trees. He did some daily exercise. But saying he didn't do anything at all over 4 years is over exaggerating it
