you can't really get it for computer. you can play flash taiko, but it doesn't have these songs. you need a japanese ps2 and don kat to oomori nanadaime taiko game to have this song.
i really love to play with the touch screen on ds. I play with my fingers and the game experience is very nice. I will buy the drums for ps2 in the future it looks so fun

Uhh, that's just how Sony made their game consoles. Japanese PS2 Games are meant to be only played on Japanese PS2s and US PS2 games are meant to be only played on US PS2s because it just is. They're coded differently. Region locking and all. PS3s are different in that the US and Japan share the same code for the region in games.

There are no regions for controllers at all. Only ones that WOULD be are light guns.
And the American drums are the same as the Japanese ones. They're even manufactured in Japan.
