An answer would be that excommunication is NOT the first resort (in fact, it is a final action after everything else has been exhausted).
However, that answer would not satisfy me - and I suspect it does not satisfy you. I have no answer - except to say excommunication is the purview of LOCAL bishops, and not "The Church" as a global entity.
@RealCatholicTV but was the pope who excommunicated Martin Luther I think we are all responsible for the sin of omission if you do not expose this irregularity and demand that something be done, at least try to awaken the bishops who are asleep
We will not, however, demand a very specific response - especially when that response is NOT considered a first or even desirable one. Excommunication effectively damns a person - do we WANT these people to have no access to any means of salvation?
We should all seek holiness OURSELVES first, and then encourage others to do the same - not dictate a final solution to the Church.

@jerrysmith29 As I said above, excommunication is NOT the first response. It is NOT the place of the laity to demand a SPECIFIC response.
And, for your information, we DO consistently expose the fact many bishops do not do enough. Do you not pay attention to our videos?
