for necro you need to buy it with 2000 ac's or you need rank 10 doom wood , shaman you need arcangroe rank 10

for ranger rank 10 sandsea

and for dragonlord you need to be something like member in dragon fable

@masteromfg100 VoT is for only 90 Tokens of Vindication. Getting it as a non member is impractical though because you are only allowed to get one token per day. Not impossible, but it takes a long time.

@AimanBieber Shaman, if you can use elemental grasp and dry lightning correctly. Dry Lightning has no damage cap, so it can deal up to 2k if you have the right equips and enchants.
