You can't really tell if the red light is for people turning, the traffic lights are hanging OVER crosswalk, and there isn't a separate red light for the turn lane.

@MegaWhitepower88 Correct. Some states, its ok as long as you come to a complete stop behind the limit line, then proceed if its safe to go. There is a big difference.
There are some states where if you are careful you can go through a stop sign without coming to a complete stop. Not sure this is a good idea, but I have gotten one ticket where I know that my car came to a momentary stop and then I continued. I should not have to modify my behavior to the technology that the police use to monitor me or because they are not paying attention or are looking to give out tickets.
That said, in the Bay Area people drive like maniacs and there is no consistent policing which is why they do it. In Palo Alto I see people regularly go straight through stop signs or ignoring red lights. One day I saw a car full of teens drive from Sunnyvale through Mountain View to Palo Alto blaring loud music, opening their car doors, shouting, throwing items from their car, weaving all over the place and in driving erratically ... for half an hour in broad daylight with no consequences.
PA & PA Police are generally nice, but I got a ticket one time for my front wheel going into the bike lane late at night with no traffic or bike riders. It was when I was going to make a turn and ended up not turning. These types are tickets are really not fair and not helping the city or the driver to make the system run any better.
I think tickets should have to be on video and the infraction should be analyzed to be in some way dangerous or negligent, not just a minor mistake.
If the city wants people to stop, they should place a stop light more in the line of view of people making the right turn. But those traffic tickets yield more income for the city and police station so they probably want more people to break the law.
