Okay, so basically the "Big Five" would have the creation of institutes. After all, it's about science, not the humanities or social sciences or arts, but the hard sciences and economics, which are money intensive and which profit industry and the countries where it is located. It seems that there is little interest in the idea of university and more interest in churning out graduates degrees in select fields. Nothing wrong with that, but call a spade a spade.
