Toshihiko Horiyama did work on Mega Man 7, and he also arranged JunkMan.EXE's theme in MMBN4.5: Real Operation.

Its likely it's his, but then again Horiyama also arranged Bass.EXE's theme, and that theme was originally composed by Makoto Tomozawa. I'd say Junkman was composed by either Horiyama or Takehara.

@HuntingLuigi It seems like right after X4 and Megaman 8, Capcom stopped caring about Megaman and relegated him to being a 3rd tier character. They put him in a bunch of subpar sequels, lame portable games, and downloadable arcade games more interested in nostalgia than anything else.

this boss is annoying and hard without his weakness. btw only Slash Beast, Magma Dragoon and Web spider don't have a weakness while you are playing as zero. *u can't hit web spider with the slash dash*

I like how he gets "deleted" by Soul Double. Oddly, he's not weak against Zero's [equivalent of] Soul Double, but instead he's weak against [Zero's equivalent of] Rising Fire.

Thats what bugs me about Megaman X4. The weakness cycle is odd with Zero.

I love this and I haven't even played this game. I randomly heard it in the background of another youtube video about customised Mario 64 textures, found out what it was and it turned out to be one of those obscure little musical gems u stumble across once every while. It's on my playlist now. Love the bleepy arpeggios. XD

Yeah, this bgm is a techno-like instead of hard rock genre, but it's the best techno bgm in X4.
