That's a BLEVE, Boiling Liquid Expanding Vapor Explosion. Basically the flammable liquid is heated to it's boiling point and the relief valve can't vent the pressure fast enough to keep the tank from rupturing. The majority of the liquid instantly converts to a vapor and burns creating the large fireball. Those guys were extremely lucky.
