Its only available in the rage of the wookie expansion. The armour cap is CL 22, but u fight ncp's who are CL 40+.

U get the armor by going to deerric starport on talus talk to morrt and then do his mssions. ( u get red with white for rebellion, Blue with white, the one he has as neatral and green and black as imperial.

beacuse the shocktroopers have red higlights and red boots and those are the early imperials so he just modded the red shocktrooper armor into blue which looks cooler
