No way. At :33 to :38 you can see him pulling back on the throttle with his whole body. To accelerate a Tamahaddsui 350 (the chair he has) you push the throttle forwards. Also, you see at :33 his foot was the only thing stopping the chair from moving. If this video had sound, it would've captured him screaming for help at :36 when he turned his head to the side. That's what one of the people in the building said to the reporters, idk if they were just BSing though.
