What is your source for that statistic? You cant sell "gay culture" anyway.... people arent turned gay... nobody chooses their sexuality.

Whether or not Uganda has reduced HIV infection is irrelevant really to whether or not they advocate the imprisonment and murder of people who are engaging in consenting adult relationships.

I would be surprised if your statistic is correct too... does it include all the people the video mentions are given HIV by Ugandan military raping them?

Im guessing you didnt watch the video... it mentions rising AIDS rates in Uganda and Ugandan army and/or their allies using rape as a way of spreading HIV to their enemys. So where does your statistic come from?
