Static mode is just normal mode with the original MM2 weapon data. For example, Metal Man, despite still attacking with musical notes, gives you Metal Blades for beating him. Also, Wily stage 4 gets some minute changes in level design to accommodate the original Items.
Also, fan fiends look like fat Mega Man cosplayers. and a fan.

To fix the flickering, go into your config, and check the "allow 8 objects per scanline" option at the bottom of the menu.

You could be reckless and come out on top provided you have either his weakness (7-hit kill) or a couple E-tanks prior.
Such a strategy is completely unworkable in hard mode, though.
