Yes, thats how it should be, but unfortuately the reality of it all is that the presidents are only around for 4 years, so the shadow governments can keep it from them, because they will be gone in 4 yrs anyway. Presidents are basicly just a pretty face (rarely) for public perception, he can't make any real descisions without his special advisors and congress approval.
