The car charger converts DC to DC. I'm quite certain you would fail to charge the device if you applied AC to the USB jack.

for a normal Verizon type cell phone you will need to go to the settings tab and then go to the bluetooth menu or bluetooth settings. Then follow the instructions in the manual provided with the headset and (sync) or connect the bluetooth to your phone properly. For the PS3 go to the system tab and look for a bluetooth icon then (sync) it to your ps3 holding it to the ps3 directly while holding the (call) button on the bluetooth.
