@psoslash The difference between a game and a game engine in a player point of view is starting with nothing or next to nothing and manually creating and/or downloading and adding content to the engine by hand and modifying main files so everything added to the engine is recognized and functions properly where as a normal game would have all (or most in the case of DLC) of the content already available and would not be designed with the intent to be modified without permission.
@LinktheHero66 I 'm not sure since I got that character awhile ago but but I think the character and some patches for it can be found on the Mugen Fighters Guild Forum. It may also be on Infinity Mugen Team Forum as well since they seem to like Capcom related Mugen content. I lost the character to a hard drive failure last year and no longer remember who the creators of the character are.

Its been so long ago that I can't even remember where I got this stage from.
There are some other EXE/Battle Network stages at Enscripture's Mugen page though.
