Hello Pianogirl555!. While I am not an expert on the topic. I have done some research for you none the less! India does have bed bugs. But its not as widespread as it in other nations. It would seem many upper end hotels spray for the regularly as a preventive precaution. And most hotels (even low ends) Will let you check the room before you take it. I would recommend you do so! And check for the signs that there is a bed bug problem.

Sadly you can never be 100% with this blighters.
