@katielynn990 There is Mew... It's the glitch with the Super Nerd near Lavender, no? When you don't battle him the engine gets bugged because you startled him but the battle didn't begin. Each NPC trainer glitches the engine in a different way, making different pokemons appear. When you combo him + the guy in Cerulean, the machine gets glitched about Mew and it shows up in Lavender. I've seen many people doing that. Didn't try it yet, but looks working.

The gameplay shown above is proof enough that it works. The fact that he has a level seven Charmander either means that he stashed the Charmander in his box from the start, bred a new Charmander or, he has just started a new game. If he has a master ball and just started a new game, this is evidence that he has done SOMETHING to obtain a master ball so early in the game... There is most definitely more to the glitch than what is just shown above.
