I figured this out the first time I played the game and I found those rooms. I knew that there was something about them, and found it odd that I couldn't use the Silk Shot when I was in there, but once I got the charge cannon I went back, and figured out what it was.

I think it's because of the music.

Because the music in Megaman have always been something very important.

Not that I'm a big fan of music, but I can find ONE music in MMX2 that really got stuck in my head.

There's also one in Bubble Crab's stage. And in Crystal Snail, there's another for WE capsules. As a kid, I never understood the room or why the Silk Shot didn't worked. xD Nice, now I know of another place to recharge.

There is one after the head upgrade in snail's, but it's just for weapons.
