You're missing the point. The UN compound, in my opinion, was certainly hit with illegal phosphorus.

Phosphorus does start fires on flammble stuff, but it just burns thru stuff that is unflammable, like bodies. Your clothes might catch fire, but not likely your skin.

I don't think the security lamp was housed in plastic. Could have been, but I won't believe it unless someones shows it was. No big fire with black smoke.
