The combine in their true form are the fat commander things (I forget their name). The metro cops, soldiers etc. that you see on the ground are humans adapted with 'combine'd bioarchitecture (hence their name).

The combine create a new army using the local population every time they conquer a planet so that their ground forces are always perfectly adapted for that world (hence metrocops are unique to earth).
