how do these kind of ceremonies work? is the first place winner always called out first?

Not always, in all the competitions i went too, the little feis' they were, some of the bigger ones the first place is called out last, and some other bigger ones call them out first, it just depends on the year i guess.
Theres a score board (the bigger comps) and it says the dancers name and the amount the judge gave to that dancer for each dance. It's quite simple really, the dancer with the most points, wins!

yeah, like at NAN and oireachtas' they called out 1st place last, but here they called out 1st place first.
