Dear Friend it is just because the person who filmed is a neighbour and this neighbour also called police but police tht it is just a prank call and dats why they didnt took any action, several times these neighbours told this lady not to hit this small dog that time she always used to reply that it is my dog i will what i want u dont hv anything to do with it... so the neighbour had no option but to film and put on youtube
