Actually, the venasaur downgraded because it wasn't in the level it was suposed to be (or evolve) so, ur version should be fire or green, which wasnt ready for a cheat like that, thats what happened, and im not nerd

The reason why your Venasaur evolved into a Bulbasaur is because you used cheats/gameshark there is no fucking way a Venasaur can be level 8. Thats why it evolved because the cheats confused the game until it started to evolve. Bulbasaur evolves to Ivysaur at level 16, Ivysaur evolves into Venasaur at level 32.
