Is it possible to organise a plethora of referenda round the country on fair votes (Prop'nal Rep'tn) by using the bye law that Mark referred to in one of his films?

People in Yorkshire got a referrendum on a topic of their choosing paid for and organised by their local government (which we have a right to in law...apparently). If every local gov region in the country held a referendum on PR and presented the resulst to the National Gov. then to ignore it woud be contempt for democracy.
