Hmm... this didn't make a difference for me, but I did manage to find a solution eventually, i just needed to download a different torrent (which was much more helpful). This youtube video explains it :)

For those of you that is not working:

When you extract the files, they will be in a new folder named 'Audio' that's INSIDE the Audio folder of your Vice City directory. So what you have to do is copy/cut the files in that new folder and paste them in the real Audio folder (GTA Vice City/Audio). Just replace the old ones and that's it!

that is the speedometer modification (mod). you can download it.

go on to google and type in gta vice city speedometer.

it should be the first result.

just paste the file into your main gta vice city folder.

I need help, I downloaded GTA VC, then the audio, and it says "no audio hardware" I extracted the audio into my game

I figured why it didn't work , If yours doesn't work, drag the audio from the downloads to your desktop, if its already there leave it. Then right click on the file and click Extract to audio. After its done extracting it should be on the desktop somewhere. Open where your GTA audio is and then drag the audio you just extracted and put it in there. It should be ok. Well that's what I did.
