Nuclear disarmament makes the world safer from terrorism because it decreases the opportunity terrorist organizations can get these WMD's. The only way they can get them is from states that posses them. So unilateral nuclear disarmament is not "being friendly to Russia/China/Iran," it is a realist approach to increased global safety from terrorism. Nukes do NOT make the U.S. safer. North Korea has in the past only used it's nuclear program as a way to get oil and other resources from the United States, this has been the pattern of the past decade. Plus, why would these countries attack the United States? As soon as they did, either country would be turned into the world's largest parking lot.

Of course, in order not to alienate the U.S., its allies (the free west), will indeed step up and at least slow production of nuclear weapons. But aggressive countries like Iran and N.Korea who hate the U.S. Are they suddenly going to say, 'Oh yes, let's follow whatever the U.S. asks us to do'. I assure you they won't.
