They are masters of using The Voice who have secluded themselves due to the frightening effects their voice can have even when speaking. You will meet these characters in the game and they most likely will teach you various things about Dragon Shouts.Visit the Bethesda forums for more info, or visit either The Imperial Library or the UESP.

I know!! Though I remember waiting for Morrowind and Oblivion and thinking the same thing about their predecessors.. each one has generally been somewhat of a giant leap forward in open game worlds, more immersive than the last. I'm hoping in a few more years we'll be looking at the 6th thinking the same thing about that one compared to skyrim!

I love the beginning, the feeling of the hudge orchestral mass behind the choirs. And it's remind me also of Halo, with the sounding of the voices and the harmonies.
The regular beat behind all is also very good, it gives this feeling of walking. However, the second part of the video is less "Skyrim Style", if you know what I mean.

Vivec disappeared during the trial he held against himself for the murder of Nerevar, JUST so he could annoy Azura, trolling of Tamriel (he's probably in Aetherius, having sex with his hermaphroditic self) and shortly after the Nerevarine buggered off to Akavir.
Morrowind got the worst of the Oblivion crisis. At its peak after Redoran drove back the Daedra, the Ministry of Truth fell and hit Red Mountain. It erupted.

@BNOblivion I'm sure since it's a feature in a game you don't really want to rush, they've probably been working on the soundtrack since the beginning. It takes a while to compose a score for a game, and especially one that so far sounds amazing. And I'm sure that Jeremy Soule is very exited to get back to composing Elder Scrolls Soundtracks, especially since it's been years since the previous one.
