The economy will be able to run and grow itself if it gets a big enough jump. The economy is exactly like an engine. It needs fuel (labor) to run and it needs to be started via external means (government demand, foreign consumers, etc). Once the economy is growing independtly, then it can start paying off debt via more tax revenue due to higher incomes.
