In a normal country all the police on duty that day would have been lined up and peter would be asked to identify the animals that did this to him. But this is a shithole where anarchy rules as kenyans are busy singing praises for rich politicians who live behind electric fences and hating each other because of them. Peter addresses a really serious issue - diffused responsibility - people will watch you get mugged or even raped, hoping that the next person will do something about it. I usually discretely take out my phone and take pictures of the situation and if it deteriorates, I would certainly send the pics/video to both the police and the press....
