When Captain America was first introduced, back when people hated the soviet unions guts, they also introduced Red Skull (he was red 'cause thats the colour of the communists).

Captain America represented everything the US stod for, justice strength and honor.

The Red Skull however was his counterpart in allmost every way. Tried to take controll of the world several times with fear, deceit and being an alltime douchebag.
