The way how I see it is that IF Sam had finally made up his mind and gave up on being with Sookie, then, it is likely that Tara would've considered having a real relationship with him. But, since he loves and continues to yearn for Sookie, Tara has finally made peace with that and so in ep.12, she told him that she won't stand in his way of getting what he wants. I was hoping that he would've tried making Tara change her mind.
