@DeuceSixBravo It's not really "just how Julee Cruise sings." She described herself, before working with David Lynch, as a "loud, brassy, belter" - pretty much the opposite of what he and Angelo Badalamenti wanted. She was told that Lynch wanted a "dreamy, ethereal, and angelic" sound so she and Badalamenti came up with this. She uses a soft, breathy tone, and there's a bit of reverb added. With the success of Blue Velvet and Twin Peaks it became her signature.
