I had this, even with andy and terry bogard instead of balrog (the toreador)
Worked pretty much like MUGEN and it was quite easy to change the sounds with own or give to the charachters getting hit animations as special moves or such...
Oh wow... I downloaded this off a BBS in the 90s and never realized it wasn't official... just that something seemed "off". Like the seam that would appear in the floor, since it didn't implement the line scroll effect.
My cousin told me he played some hacked pc version of Street Fighter II. He said that the Hurricane kick was invincible, whiped out half the screen, and the shout was "Hurricane." Also each round begin with a nasal voice saying "Sega guys" or "Round 2 guys." There's more to the story, but does anyone have any idea what he could've been playing?
I remembered playing the Korean "port" (or one of the Korean "ports"? Not sure how many Korean "ports" there were) in a friend's house. I was using Ryu and he was using Guile. His Guile could float up and off the screen!
Wow weird! I owned the official pc version (man, talk about a let-down... the screenshots show near arcade perfect graphics, but the gameplay was way off, and Dhalsim was a cheap @%$*(!).
I once owned this "port" of the game. It is actually an unofficial port made by a Korean programmer named Jung Yong Dug if I recall correctly. For a homebrew port it was highly customizable, and characters had their own move files and graphics files, kind of like Mugen today.

if your BADLY looking for a SF2 fix you get the arcade version and emulate it also pick up an arcade stick. Not play this crap.
