How to Design a Cool Background in Photoshop

@ChefboRdemYdee you have to change the background content when u make a new file...its' default setting is the last setting u used on ur previous project so change the setting to 'white'

@ChefboRdemYdee It's probably because it's transparent, don't know why it would start like that. But try creating a "New Layer" on the blank project. Hope it helps :)

Make Sure When You Click On New (To Start Creating The Background) The Color Mode Is RGB And 8bit Then Click On Save As And The JPEG Option Should Come Up At The Saving Window. Message If You Have Any Other Questions :)
