actually, the trick is quite easy. The sausage acts like a resistor. So, the current is limited and the circuit breaker won't break.
If you connect the two wires directly, the current will go to infinite and the circuit breaker breaks the circuit instantly. Hope, I've explained it properly :)

Yeah, sort of that. The outlet was under repair coz the front mask got smashed when we pushed the couch and the couch pulled the mask off, and the outlet was exposed with all the wires inside it. I accidentally put my toe in and ZAP! jolted for a couple of seconds. And the GH3 controller stopped working, probably got zapped too hard.
i get 125 volts from a standard outlet , i tested it with my voltage tester, and i get 250volts from a 220to 240 volt outlet(its for my airconditioner), higher voltage= lessresitence :)
a psu set at 115V runs its power in parralell which doubles it to 230V anyway. It is also 60hz in the USA while the UK has 50Hz.
Power = voltage x current
so low voltage doesn't have to mean less power and therefore more energy saving. in fact, low voltage across power lines heat up the cables due to higher current and actually wastes much of it as heat.

yes even for a hair-dryer its more efficient, the higher voltage dosent waste power, power is the product of voltage and current, so even though the voltage is twice as high, for a hairdryer rated at the same power, half the current will be drawn from the socket. Power is wasted in the wires leading to the socket, and this depends on the current, so increasing the voltage reduces the current needed for the same amount of power, so it reduces losses.
efficiency is a ratio between power that goes in and power that actually is used and not lost in the reaction, if using higher voltage gives you better ratio doesn't mean that at the end you didn't loose more.
