This is really sad . I think it's due to the government's lack of education and experience to help these people. Fail policies and such , to let countries take over your nation back in the 1700-1800's . What good is this infrastructure in Angola if 1) It is of poor quality and 2) Angolans are not benefiting from it? There will be beautiful homes and buildings (for a short while) but they will serve no true purpose.I see this 'business venture' as only truly benefiting China not the poor, homeless people of Angola who this infrastructure was meant for.
@erronellan Signed contracts usually cover that worries, and the government usually issues some requirements and standards. If the conditions are not complied, there will be some sort of penalties. (Keep in mind that engineering provides solutions at their best to unknown conditions). After infrastructures are built, how to use them, I would say that Angola government would administrate them accordingly.

I'm mostly studying human trafficking, but I'm required to take classes in history, econ, politics, law, etc. Corruption is a huge issue, but it's a very cultural issue. These issues you are bringing up, such as green technology have just as much to do with culture as politics or economics. The people have to believe that it is necessary. Unfortunately, corruption is very culturally based (关系). Environmentalism will take a long time to develop.

While it's exciting to see the development, there's a lot to go still. They've come a long ways, but the development has not benefited the rural poor nearly enough. The government has made very clear what its vision is... and they ultimately have all the say.

Organise huge loans for developement using falsely optomistic growth estimates that the new infrastucture will bring (subject to interest obviously), when they cant pay back. Then again I don't blame the Chinese for everything. It's the Angolan govenment, responsible for the welfare of the people that signed up a raw deal with the Chinese. They should have at least made sure that on every work site at least, say, 45-55% of workers are Angolans. And they shouldn't allow in foreigners to do jobs that Anglolans are qualified to do. Africans should stop blaming foreigners for everything. Look to your government THEY are the ones screwing you up not the foreigners!

Also, I do not look forward to when the loans the Chinese government gave Angola need to be repaid—which will be difficult considering how the money went straight back to Chinese enterprises and none of it actually stayed to stimulate the Angolan economy. Luckily, Angola has natural resources for that, which China will happily accept as a means to pay the interest!

The problem with Africa is that most nations wait for other people to come in and develop their nations for them. Instead, they should stop blaming chinese for stealing their jobs and start up shops etc. that the chinese workers like so that they spend more of their income in Angola. This is really sad . I think it's due to the government's lack of education and experience to help these people. Fail policies and such , to let countries take over your nation back in the 1700-1800's . What needs to be done is that the government needs to build their own factories , and industrialize to provide jobs and employment for people , NOT with China(maybe some help interms of engineering and design) but all labor should be done by angolans.

What good is this infrastructure in Angola if 1) It is of poor quality and 2) Angolans are not benefiting from it? There will be beautiful homes and buildings (for a short while) but they will serve no true purpose.I see this 'business venture' as only truly benefiting China not the poor, homeless people of Angola who this infrastructure was meant for.

@erronellan Signed contracts usually cover that worries, and the government usually issues some requirements and standards. If the conditions are not complied, there will be some sort of penalties. (Keep in mind that engineering provides solutions at their best to unknown conditions). After infrastructures are built, how to use them, I would say that Angola government would administrate them accordingly.

Or why every building that looks like crap and has cracks on the outside is nice on the inside. Or why buildings that look nice on the outside still don't meet good building standards (as I found out during the Sichuan earthquake). I'm mostly studying human trafficking, but I'm required to take classes in history, econ, politics, law, etc. Corruption is a huge issue, but it's a very cultural issue. These issues you are bringing up, such as green technology have just as much to do with culture as politics or economics. The people have to believe that it is necessary. Unfortunately, corruption is very culturally based (关系). Environmentalism will take a long time to develop.

Every place has both sides... the main problem here is the lack of the rule of law (I'll avoid saying the govt), which affects every aspect of life, including building standards, pollution, etc. There are also cultural issues towards quality and responsibility that come into play. @bingbingbaobei For a country which opened their door to the world trade for about the same age of urs, we have to respect their growth; but it doesn't mean, it has grown and it should RENEW everything (or most of it) in the country, even it has looked so. 3 month a 4 lane highway is built, some momumental constructions, I don't know even US could beat it; from that to space exploration. I'd say that's huge leap, wouldn't you agree?

@1envivo I will never deny how far they've come... but I think it's also valid to evaluate how far they have to go, and who has benefited from the growth. To paraphrase a Chinese professor, the rural people have never benefited... not under Communism, and not under the Opening and Reform. Many other issues in developing for "face". Have an expo, go to the moon, build a high speed rail... but ignore anywhere not on the east coast or rural.

@bingbingbaobei Now as cultural exchange "student" (with due respect, cuz I don't know if u r learning or teaching there). That's part of experience you have in front of you at this very moment, because you might explore and see how would they change maybe in fewer years that we expect.
Maybe China has different priority in their national developments then what you would think, who knows,

@1envivo Yes, I'm quite aware of where they're developing and how they're developing... I've travelled extensively, and lived in very different parts of the country. While it's exciting to see the development, there's a lot to go still. They've come a long ways, but the development has not benefited the rural poor nearly enough. The government has made very clear what its vision is... and they ultimately have all the say.

@bingbingbaobei Yeap, I have to agree with you that there are many other things to improve. Most likely those take fair amount of time to fix/improve them.
Teenagers pregnancy, drug abuse, etc. Often we ask government to write more laws to prevent, regulate or punish, like those solve the problems, but so hard to get people to be more conscientious.

@bingbingbaobei I know it DOES take time to change, just like "American are addicted to oil", so, green technologies are very good in universities, but lack of applications on national policy. Then again, it's one of the cultural differences,
if you are majoring that area of studies, you perhaps tolarate and enbrace those differences as per your career or persona.

@1envivo There is a difference between understanding and denial. An example is how Westerners generally point to the universality of a problem as a way of seeming tolerant. They ignore the complexity of an issue within 1 country, place, and time. Girl gets hit by a car and left to die in China, CNN discusses the universality to seem tolerant. You can love a place while honestly evaluating the situation. The problem, honestly, is how few Westerners who don't live here seem to have a clue.
