There was no Constitutional authority for Lincoln to "force" state governments to remain in the union. The Constitution was designed to dissolve the federal government or for the state to remove themselves from it if it didn't serve their people. They were after all, prepared to go to war with America. (And fighting the Nazis was the right thing to do). However, WW2 was NOT WW1. Though Nazi Germany was a very real threat, the alleged WW1 threat was all hype! (Also, though the Nazis and Japs were allies, to my knowledge Japan attacked Pearl Harbor on their own.)

In a nutshell, the First World War was a racist war of aggression against the Germans, the Second World War was a racist war of aggression by the Germans (essentially revenge for the prequel).
