The UK did have its own rockets (the Black Knight and the Black Arrow) and some infrastructure to launch them decades ago. For some reason the British government thought it wasn't worth it and scrapped the program. Since then they've relied on NASA to launch their equipment.

With NASA retiring the Shuttle next year and focusing on its independent Project Constellation now Britain has to come up with it's own program. About time anyway.
