I just realized something: the narrator says "Tokyo died, and I was born". Which isn't exactly wrong, but in the game, Tokyo actually does a better job of surviving than the rest of the world - at least there are some buildings and ground left, and the half-dozen people who survive the Conception are ALL in Tokyo.
