He should have a feminine voice because he's a feminine guy. Seriously, have you LOOKED at him? Light build, covered in ladybirds, wears hot pink (or blue, depends on how Araki feels), likes flowers etc.
Well... Let's see... The color of his clothes can be anything, araki leaves it to reader's imagination mostly. If you haven't noticed, since part 5, party at part 4 too, all chars have light build. Also, if you check at his feats they're not that feminine.
Well, part 6 doesn't count for main characters because they're mostly female. I'll admit Annasui is lightly built, but he was originally a female too. Weather Report is a big guy. Almost everyone from part 4 are well built too. The part 5 main characters are pretty slim, I'll admit. But I maintain that he's not a 'manly' guy. He's strong, intelligent and really cool (my favourite JoJo, in fact) but he's not manly.
I think it has to do with the fact that he's 15, so he hasn't really gone through puberty yet, and that he really is definitely one of the more feminine looking male characters in the series.
Japan, how are you this awesome?
