Brawl + is a hardcore version of brawl wich makes the game 1000 times better it makes characters sped up adds more hitstun (wich actually allows u to do combos) and also changes some of the characters gravity and strength so yeah its better

The timer is still going at normal speed. In general, the characters were sped up.
